Hawkins (see Book-Club): in his map of consciousness he states the critical level is about Responsibility (he measures it at 200). Cerrtainly there are factore like openess, the willingness to learn and a burning desire, that will be a kick start to personal development. But I think taking responsibilty for ones own life is the most basic one.</description>
